Mohammed bin Rashid has issued a law regarding violations, penalties, and administrative measures in Dubai.
DUBAI, March 13, 2026 (WAM) -- As the Ruler of Dubai, Sheikh Mohammed bin Rashid Al Maktoum, the Prime Minister and Vice President of Dubai, has issued Law No. (6) of 2026 concerning violations, penalties, and administrative measures in the Emirate of Dubai. This law aims to establish a clear and binding legal framework for government entities regarding actions contrary to Dubai's laws. Additionally, it sets forth clear rules for the implementation of administrative penalties and measures in a manner that promotes transparency, justice, accountability, and the rule of law, while protecting rights and freedoms, ensuring the continuity of public services, and serving the interests of society. The law seeks to regulate the application of administrative penalties and measures, prevent abuse or misuse of authority, enhance the importance of compliance with legislation in Dubai, and strengthen deterrence against actions that threaten security and safety. Furthermore, the law establishes rules for defining administrative violations. Each violation must be explicitly stated in the legislation issued by the competent authority and clearly defined for individuals to understand their obligations. Violations are classified as minor, moderate, or serious to guide the selection of appropriate administrative penalties. The law also sets rules for administrative measures to ensure proportionality, fairness, and transparency. Each measure must be specified in the legislation by the competent authority and must be related to a defined administrative violation. The severity of the measure depends on factors such as the seriousness of the violation, its impact on public services and the public interest, recurrence, intent, negligence, and any harm caused, which may be aggravating or mitigating factors. Under the law, a government entity may impose one or several of the following administrative measures on an offender: a warning to rectify the situation, either before or after the penalty is applied; temporary closure of the violating business for up to six months; permanent closure of the business; revocation or modification of licenses, permits, or approvals granted to an individual or organization; or temporary or permanent suspension of all or part of projects, activities, or operations directly related to the violation. The law establishes rules for the implementation and enforcement of administrative penalties and measures, including the procedures that government entities must follow to ensure justice. Before any administrative violation is published, the competent authority must obtain approval from its Director General and coordinate in advance with the Dubai Government Media Office. The Chairman of the Dubai Executive Council is responsible for making the necessary decisions for the implementation of the provisions of this law, which also includes the procedures for the publication and announcement of administrative violations. Any provision of other laws that contradicts this new law is hereby repealed. This law shall come into effect from the date of its publication in the Official Gazette.
